you cant even besure its the owner itself , but you should warn them, and change PW to a high end pw with number and case sensetive that is impossible to guess on, atleast 12 long.

- Ensure your computer clock is set to the correct time, if not sure sync your clock to your internet. Also suggest not to use VPN / proxy in another country. If you have Steam mobile 2FA ensure that device clock is also set to the correct time as well. If you're able to login, then it's time issue on the device's.
- Go on your broswer, clear cache, and cookies, and try logging in from broswer, if you're able to, then change password.
- Contact your ISP to see if they can force change your IP, normally should be able to by leaving the modem unplug for period of time, but if it doesn't allow change that way, then have to contact ISP.
- Contact support not being able to login at all.
