Maybe you accidentally set it to "hidden" or filtered the games list to show only installed games?
In the client at the top select VIEW and "Hidden Games" to take a look.
As for filtering to installed games, make sure that the button that looks like a PLAY symbol is not blue, that filters out all uninstalled games from the library view.

Purchase your games directly through Steam or through an authorized retailer such as Humble Store, Green Man Gaming, Gamesplanet or Wingamestore.
Whoever you bought it from charged back their card and now your game is promptly removed from steam as nobody paid for the game.
Again, the game is still in his GAMES list on the profile. If the game was removed by Steam for payment problems its gone from that list, also you get a red ! message in the top of your client.
So thats not it.

What happens if you go to the store page of the game? It should have a INSTALL/PLAY button instead of BUY if you already own it.
Sigh. We already established that the game is still in his GAMES list on the profile and he never said he got any warning. Its not a payment issue. Especially not after 3 years and buying directly on Steam.
But it seems that's not the issue, if it's not in his hidden game library he likely pressed the "remove" option under manage by accident, which means he needs to go through support @ help.steampowered.com
Did you read the other tip i wrote a few posts above?
Sounds to me you had set your library to only show installed games.
So the little play symbol looking button was blue.
Now that you started installing the game it will show up in your library, even with that setting activated.
