Are you positive that you are reading the download speed correctly in steam? Often I see people misinterpret what they are looking at and believe the speeds are slower than what they actually are.
I've had experienced this as well. I noticed the same thing.
In my case I had 320 GB, & 5TB USB 3.0 Portable Drive.

The USB 3.0 downloads much faster then the SSD, & i'm
kinda unsure why that is. Isn't the SSD suppose to be faster?
Especially when I have SSD Caching Enabled?

I missed your Reply, but in my case the Download Speed is irrelevant,
because I based my info off my own Clock Time, in terms of how long
downloads were taking.

The specific games you're downloading may have special install/allocation procedures. A game like Path of Exile will allocate for like 3 hours before it even installs because the whole thing is entirely a single file, meanwhile something like Grand Theft Auto V pauses many times mid-download to install data so it doesn't happen all at once at the end.
Ahhh, maybe? So far i've been downloading Games within like a few mins, but
on my SSD, they've been taking like a few hrs to download, depending on Size.

So far, i've not exactly found a game that had actually taken too long to download.

So games with a single File? Not exactly sure I have any like that.

yeah bro, the speed will be at 0 bytes and then itll change to 2.3 and then back to 0, the disk usage will run at likw 232kb/s, its takin me days to just install one game

its with multiple games like CSGO, Ark and GTA V, the only thing that fixed it temporarily was when i uninstalled Steam and then reinstalled again, my down went to its usual 15-20mb/s speed but as soon as i install something else, it turns to ♥♥♥♥ and goes slow af with spikes in disk usage and download speed

all of those games use a special install method as I described.

There is no fix, they use special install methods so people with HDDs do not have to defragment games when they're done being installed (but let's be honest, you still have to defrag sometimes).
Ahh, so your issue is that your Game Installs are not connecting to your
Internet speed.

Hmmm. I didn't have that issue myself, I just noticed the crazy difference in
download times for my portable drive, after I noticed that, I had not exactly
decided to go back to downloading on my C: Drive.

While that is true, I read SSD are not suppose to be Defrag. Which seems
really strange to me.
