Thats actually pretty normal for modern GPU under full load.
My RTX 2080 has similar temperature when i play for a while and its highly used.
Unless your GPU reaches 95-100+ degree Celsius during gaming you are good.
I don't see that you're overheating at all. Another thing can check if this is either related to hardware usage issue, such as GPU not able to be fully utilize being at 100%, also CPU should not be at 100% as that cause stuttering, or freezing, another possible is that your SSD / HDD storage usage spike high loads, which can cause stuttering, or freezing.

Wifi: S:0 R: 0-10 Kbps
GPU: 8-10%
If not its 100% a hardware problem SOMEWHERE.
You could also try to inspect your HDD for problems, there are some free programs that can test the health of your HDD. Could also be loading hitches from a defect HDD.

That's what I was planning to do. I'm first going to test my HDD to see if that's the problem. Do you have any references for these programs?
