Games at downloading folder
Okay, the problem is i have GTA 5 already in steamapps/common but steam doesn't see it and keeps downloading at steamapps/downloading folder. Also i deleted GTA 5 from steam but it's still at steamapps/common/Grand Theft Auto V. I mean i can see that GTA 5 files exist but steam can't.

Probably the Fix would be to, re-locate the File from STEAM, not the actual Folder,
re-specify the Game Folder, as you had previously done...

Then, try Verification Of Files... From STEAM... Does it work?

It is also possible that STEAM is locked out of the Folder, & can't
make any modifications, write, nor any Reading of the Folder...

Windows 10 sometimes Locks up our Folders, you would need to check
if everything is correct, & that the Folder can be accessed & Written to...

I tried to delete the game from steam and download it again. Then steam took all my files from steamapps/common/GTA 5 to dowloading/271590(gta5). And i think i am able to play right now...

When i try to verify the files it verifies steam common redistributables 2 secs later it finishes.

Your issue is that Steam does not recognize the game files.

Normally it's a good idea to reinstall the game completely.
