Adding that repo to download Steam is the old way of doing it, it might not work correctly with Fedora 29. It did work just fine for me on Fedora 28, but then I discovered this was an unnecessary step.
Revert the rpmfusion repo thing, uninstall Steam and then reinstall it via the Fedora download center.
2nd, there isn't a repo file for steam available, so far as I know, until repository is accessible via installation of "fedora-workstation-repositories" (see Fedora wiki page https://fedoraproject.org/wiki/Workstation/Third_Party_Software_Repositories ). Checking via DNF info steam, shows the steam app as located in "rpmfusion-nonfree" which shows up with the work station repos mentioned on the wiki. This appears to be the new direction as of Fedora 28.
Adding the negativo repo was just a last ditch effort after the other install resulted in the runtime errors in my OP.
