Report a translation problem
Windows 10 here with the annoying Creator's Update. That seems to be when all these extra scaling issues came into view. Fixed them for the most part, but this is one that hasn't gone away.

Thanks for reaching out to Steam Support, I'm sorry to hear the trailer videos are not behaving the way they should.
We've received similar reports from others users who have reported a few different ways to work around this issue. The easiest way to work around this issue is to click on the Windows logo on your taskbar, and type in "Display". You should see a result for "Change Display Settings", click on this to bring up your display settings. From here, under "Change the size of text, apps, and other items" you'll want to ensure is set to "100%". Once these settings have been changed you'll be able to view the trailer videos without the black bar on the right and bottom of the video.
You can also choose to go into your Steam settings and disable the option to "Scale text and icons to match monitor settings", however this will require the Steam Client to restart. This can be done from the Steam client by logging in, clicking "Steam" in the top left, and selecting "Settings". On the new window you'll want to select the "Interface" tab on the left and this option will be just below the Steam Skin selection.
With that said, both of these suggestions are merely workarounds for this issue and at this time we don't have a specific fix for you. We definitely thank you for taking the time to report this issue however!
Along with reports submitted directly to Support, the Steam team uses a number of community sources to help investigate the frequency and severity of issues like this. These issues are continually being addressed through Steam Updates. Support does not provide any information on upcoming or planned fixes.
I would encourage you to search for the issue and post about it in one of the more active Steam community hubs, as other users may be experiencing the same thing.

The work-around works for me as far as the trailers/videos, but with a 4K monitor, the text and interface are so small they are difficult to work with.
