It's a piece of DLC. All DLC has its own price and needs the base game.

Ask the devs to convert it to a soundtrack.

Can't you just buy it like this?

I thought the whole point of this new Steam Soundtrack rollout was so people didn't have to own the game in the first place on the respective platform.

I guess they have not read the reddish/pink box. It states that the base game is not included. Before it stated the base game is needed.
For me that already owns it. I can buy it as a gift, and it states that it does not include the base game.

From Soundtracks sale side:

"What's new with soundtracks?

Soundtracks can now be managed independently of the game they belong to. You can buy and listen to a soundtrack without owning or downloading the base game. You can also control where your soundtrack content goes, including separating it from your game library if you want.

Additionally, we've added support for higher-quality audio formats. In addition to standard MP3s, many soundtracks now contain lossless audio files.

Lastly, we've been working with hundreds of partners to bring a huge variety of new soundtrack content to Steam for both Steam and non-Steam games. This process is ongoing."

Edit: A little clarification. And i guess older Soundtracks Dlc has to be changed to this new format.

Basically any soundtrack with the red 'Music' label can be purchased without owning the base game. Any sountrack that is still listed as DLC still requires the base licence which the publishers have to covert to a Music licence for it to be sold separately.

For me that likes soundtracks, this is a nice change.

Definitely and I just hope more publishers and developers make use of the new Music feature as many own games on console that would like to easily purchase the soundtrack digitally. Also a great way for the artists to earn a steady income now that soundtracks are more accessible and being promoted better rather than buried DLC.

Looks like a developer error. Hopefully they'll fix that.

There is more reports of this problem's, even for free soundtracks. Report and they will be fixed (I hope) Valvetime and all that.
But with a themed sale going on, it's not a good start.

Edit:Did put a bug report in. Let's see what, if anything happens.
