Both Microsoft & Valve made this change, I dunno what to say...
Btw, since the change, I guess a new thing came up...
We can now use Remote Play With Friends, without needing
to own a Game, so there is at least this method, but again, this
Tech is quite old, & no one really liked having it around then,
& it's not improved all that much since...
There is also the fact that you can log-in on a PC at a friends house,
with your own House Log-In, & your Windows Setup pops right up,
though, i've not tested this, & not sure what gets synced, nor do I feel
like I can trust this to work the way it's suppose to work...
I have tried sync my Web Browser Favorites a few times through different
ERA's, & had the same result each time (Favorites Are Wiped Clean)
I would not want that to happen with Windows, o_@
As for the pricing thing? I guess there was a little delay on it, but
it seems that it's still going into effect, just not sure when they
will determine the official date on it... Windows 7 was already
concluded, so it's clearly still happening, just later then was
expected, or then we were first told of...
There is also a New thing, where Windows 10 now only lasts 10 Years
I think, or roughly close to that number, after those 10 Years, anyone
who has had it for that long will be required to pay for a new
Windows 10 Key... & I think another 8 or 5 Years after that will be asked
to pay for another Key all over again... Something about phases, or
whatever... Those who hadn't had Windows 10 for 10 Years, will
eventually get their turn when they reach those 10 Years as well
once their term is up...
So much for Windows 10 being Free, right, :(
Here you are again acting like something was taken away when it wasn't. The OP was experiencing a problem unrelated to a design or policy change that has since stopped being an issue (magically fixed itself), and nobody in this thread currently knows what the technical issue or bug was. So again when you say they up and decided to change it, what on earth are you talking about?
I listed exactly what I thought they changed in my post...
1.) You can't be on 2 Windows PC's with same E-Mail anymore at the same time...
2.) STEAM can no longer have 2 PC's with same E-Mail anymore either...
3.) Remote Play With Friends Now Fixes This, but not very well...

Why were they changed? I don't know, they just randomly decided
to screw people over, who knows...
I own 2 Custom Built PC's myself, & after this, I never really bothered
to get my 2nd PC fixed after the changes made... It sorta makes it useless
to have 2 PC's now...
You can still get 2 PC's to game together, it's just the cost to make it work,
& the frustration, & all that is not worth the experience...
In the past, when people did Local / Online Gaming with friends
at Parties, & such, it was much easier to setup, & a lot cheaper,
but now all that was changed, & it's not as enjoyable anymore...
Valve seems to be doing some shady things right now, & people are
not exactly happy, but it's Valve, & people won't leave, so they just keep
giving in, to whatever Valve is doing... ~_~

Go look at the section about "Play Anywhere", you are absolutely 100 percent able to log into Steam on two machines at once with the same account.

Works Too
1- Log into Steam
- on your gaming PC.
2- Log into Steam
- on any other PC or laptop.
3- Remote Play
- by streaming your game from the Steam Library.
Oky, so, here is the thing...
In older Windows 10 Build... Windows used to be tied to the Motherboard, right?
Well in newer Windows 10 Build, it's tied to your E-Mail now...
So Windows basically goes where your E-Mail is, as far as i'm aware...
If you sign into 1 PC with your E-Mail, it signs in & says Windows Legit on it,
but as soon as you sign-in to another PC... process switches from PC A to PC B,
& PC A becomes not legit anymore... But I suppose you can still use Windows
normally... But your E-Mail can't be Signed-In on both anymore, because it auto
Deactivates from PC A, when you log-in to PC B...
In the past this never happened... I was not happy when they did this...
Especially when if i'm not mistaken, it does not just effect 1 E-Mail, it effects
all E-Mails on the PC, I think? Or I may be wrong?
So to avoid issues, your better off having Separate E-Mails between 2 PC's now,
unlike before how it did not matter...
Also, to answer your Question about this?

Ummmm... It's not false, because it happened to me, & caused me a
bunch of trouble... I used to play GITS Online between 2 Computers,
& as well as some other Games, like L4D2 & such... But 1 day I tried it,
& as soon as 2nd PC booted up GITS, I saw a timer stating I had 30 Seconds
to log-off 1 of the PC's, or my Game Session would be shut down...
Then there was the case where, few weeks later or something, I had tried
to sign-in on 1 PC, & then again on another PC, & couldn't figure out why
the 1st PC kept signing out, whenever the 2nd PC would sign-in... It was
such a problem, I went to see if anyone else had the same issue, & some
were reporting it as well... It turns out that it was a problem that was made
by Valve...
Since my 2nd PC does not boot right now currently, I can't really exactly
tell if any of this was reversed since, or changed back, I dunno, because
right now I got only 1 PC to work with, so if this was fixed, then I would not
have known about the fix... I just know what I had experienced myself...

You are not understanding what "Play Anywhere" is, or whatever...
& this wasn't even around when these problems had first started,
nor when the Thread for this was made... Play Anywhere is a new
thing that popped up recently, & it's actually a terrible Setup, because
it has it's own issues that was never liked about it...
Yes, Remote Play With Friends & Play Anywhere can fix the issue
here, it can fix everything... But have you used Remote Play With Friends?
P1 gets like 0 Lagg in a Game & P2 takes all the Lagg in the
Game, even from P1, because it works differently from how
Online Play works... It's not just Game Lagg, it's Controller Lagg,
It's Sound Lagg, & everything... This was I think introduced in the
90's, & people used it for Games that did not have Online, but
never liked using it for Online Games, because Online was better,
& the process is still the same today, because this Process is has
not been fixed, nor Updated in any form...
As for "Play Anywhere", it means you can play on Any Device,
that does not mean you can be on all Devices at the same time,
it only means you can play on 1 Device or another... Which does
not change the original problem trying to game on 2 at one time...
Valve hasn't changed it's policy and you are still allowed to login on multiple PC's, it's in fact encouraged as part of its features to "Play anywhere" using remote streaming. So at best you assumed Valve changed something because you experienced a technical problem with the feature. OP says it fixed itself fairly quickly, maybe you should try again.
If you want help with you issue, I'm sure people would be happy to try.

with the idea of Playing Games on 2 PC's at one time using same E-Mail...
Because these are completely separate things, & those were not even

& I had stated it can't be fixed without help from Valve...

This thread isn't about playing on multiple PC's at once, it's about logging in to multiple PC's to access remote play on a local network.
edit: It appears it magically fixed itself for a different user, not the OP. The OP's problem went away when he disabled vpn interfaces on both computers.

If Remote Play is the issue here...
My Setup:
Enable Remote Play On
Advanced Host Options

Enable Hardware Encoding On
Number Of Threads Auto
Prioritize Traffic On (Only if your Internet is really good) (Most Cases They are)
Client Options = Fast
Advanced Client Options

Bandwith Auto
Display Resolution
Speaker Auto
Hardware Decoding On
When Pairing a Code from your Main Device
to the other Device, you the 2nd Device asks for
a Code, that the Main Device will give you...
I think 2nd Device is where I had chosen my Resolution to be
a smaller Resolution then my Desktop Resolution...
Again, this was my Setup, you may use a different one
if you wish, but outside of the Resolution, I would set
both Devices to use the same Settings for Remote Play...
Remote Play with Friends only works if the Game supports it,
& the only way to get it to appear in Game, is if both players
have it setup, & you have to be in a Game for it to work, you
can't do it from outside of the Game...
You right click your friends list User Name for the Player 2,
& have this Person go & join Remote Play With Friends...
If that still does not work, if could be a router issue, & modem
issue, or a Firewall, or Anti-Virus issue... If still having issues,
it could be something else, which I forgot exactly what I had
done beyond that...

Ah, actually, I would think the VPN would actually conflict with the problem here...
That would be an issue, because it messes up the system... I had no idea
it was a VPN thing... & ya, the problem with Remote Play is not always on
P1's side, sometimes it is on P2's side...
That's probably why I keep telling you this thread is not about "Remote play together", you could just read the OP and see it's about remote play from a PC to a laptop on the same network. OP was able to fix his issue by disabling vpn interfaces on both devices.
As for your issue in the rest of the post, I'll leave that to others to possibly try and help you.
