1GB Connection, but Steam isn't Keeping Up
I have a 1GB connection, but Steam isn't keeping up with it--by far. I max out at about 25 MB/s (200 Mbps), but varies between 10 MB/s and that. As a counter-example, with Blizzard's app, I can average about 80 MB/s (640 Mbps) and sometimes can even cap my connection at 125 MB/s (full Gb). I'd like to be able to use more of my connection on Steam on a single download.

Steam downloads are heavily compressed and can saturate even Gigabit connections.

Origin, Blizzard and other sites don't have DL's that are not as compressed as Steam.

Most CPU's / drives cannot keep up with the file-checking and that becomes the main throttle.

Check your drives usage while downloading. Downloads are compressed and once a part is down Steam extracts and installs it while still downloading more. If your drive is hitting 100% usage your downloads are being slowed as the drive can't keep up. If that's the case change your DL drive to an SSD or Nvme drive.

Your isp also might be throttling steam, a hard claim to prove indeed as isps generally use "cheats" on speedtest websites, why speedtest.net is a load of horse dung nowadays

I'd try using origin or Uplay to see the speed, might be 200 down per line

I'm using an SSD (Samsung EVO 850). My current download is only requiring a bandwidth of ~50 MB/s from it (@45 MB/s -- Path of Exile is definitely downloading much faster than CSGO). CPU usage is at about 30%. Physical memory usage is at 21%. It's definitely doesn't appear to be an issue of hardware.

I doubt it's my ISP as I'm getting much higher download speeds in other apps, as stated.

Try changing your download region, closer often doesn’t mean faster.

Like I said in my OP, I can hit the cap of 125 MB/s on Blizzard (usually about 85 MB/s though). I was just downloading Path of Exile on Steam to check resource usage, and I was getting an exceptional (for Steam) 50 MB/s, and it was still only sipping resources. It's certainly no reason for CSGO to be capping at 25 MB/s.

I changed it from Seattle to Los Angeles. I didn't expect that to make much of a difference, and it didn't. I'm currently downloading LA Noire at about 50 MB/s. Changed it to San Jose about mid download, and it's the same. Changed it to New York, and it's a little less (40-45 MB/s) but about the same.

I'm downloading Stellaris now, and it started at 2-5 MB/s for a while, then I was getting 25 MB/s until about half of the download was completed. Now it varies between 30 MB/s and 40 MB/s.

So for fun, I started a download of Pillars of Eternity on Steam. I'm getting between 15 and 20 MB/s. I pause that and continue my download of Overwatch on Blizzard, and getting 100 MB/s. Allowed that download to finish and went back to downloading Pillars of Eternity. Inexplicably, it went up to 65 MB/s, but then dropped rapidly back to bouncing between 15 and 30 MB/s.

please contact steam support, and own ISP , whatever this is rerouting issue between them. is out of user configurations, but as other point out , change DL Region and VPN just proof congesstion and actual dont solve anything you need to be a network engineer or read about it.
and see this in Global perspective , then all use VPN or other fiddle with zone that work for the moment, someday this will bite in our own butt , and only make everything worse.

this sametime proof ISP and to steam is the issue. ( and you already confirm work with other client's )

best test slot window nearest region at 5AM , your Region should be a sleep and most isp dont start work. but this just show lesser users in that time period, and should give a boost, but this will not fix rerouting, and that why you should ask steam and ISP support.
