yes my email also stolen they changed everything email, phone number and password.
i did fill the form same as the guide that u gave but i think i didnt use the link from "use this account specific recovery link". It was straight from the steam web when i found i cant login with the account.
i have used the link from the "use this account specifi recovery link" now the account is self locked. but when i filled the ticket it wont sent because i used the same email as my previous.
what to do now? just wait for the reply of my first ticket? i didnt fill the CD key section because i never bought a CD key game from any retail but i got a bunch of keys from free games giveaway from humble bundle and i cant even find the cd key for it anymore on the humble bundle account.
also i have bunch of steam wallet codes do i just need to update my recent request with the codes? thank you in advance

If you receive that email even though you did not change anything, then click "use this account specific recovery link" to lock your account, to prevent the hijacker from doing anything harmful with it.
There will be instructions in there that will allow you to unlock your account later, please take note of them.
Afterwards, you can then contact Steam Support
go to step 2
