Verify A Credit Card

So I recently just tried to add 100$ to my wallet fund using a Visa Gift Card. The first time the funds went through but I couldn't use them on the market so I decided to refund it and the thing locking me from buying stuff on the market went away. I tried putting the funds back on again after putting my info into the Visa Gift Card Website, mybalancenow.com and tried again (Only info I was able to put in was my Zip code). This time it did not even put the funds in my account and I see a failed purchase in my purchases for steam. I thought I will just find another method but now I go to the Market and it is locked just as before yet I don't see anything I can do this time to unlock it again ie. Refunds as the purchase didnt even go through. I tried verify the card but it was formatted for a credit card so I couldn't get the two numbers it asked for correct and now it says I have to wait 3 days. The item I am trying to purchase is wrather time sensetive as it is at a lower price and someone may buy it. I really need help. THX!

There is no way to remove a time limit market cooldown once its triggered.
Sorry. Even Steam Support cant remove it, you will have to wait the 3 days.
If you failed the card verification the market locks down for security reasons.
