So the games are special versions made for the Quest and can only be bought on the Oculus Store.
Steam VR games are not compatible with the Quest hardware.
VR games on Steam require a VR headset that runs it games on the PC.
There is a connection cable for i think 80 bucks you can buy for the Quest, with that you can connect it to the PC and use the Quest as a standard VR headset.
Then you can play VR games from Steam.
But that also means your pc needs to be powerful enough to run VR games.
