Did it used to look another way? If it did before now, and the game did not update, it's a change in your operating system's use of the video card, more than likely. Honestly, that looks better than most games I play so... I see zero wrong with it. Also yours is not the first thread on this but the last one I have seen was quite some years ago and equally baffling to most of us looking at a perfectly good screenshot.
Did you use any mods from before to make it look pretty? Which FYI not recommended to use mods for GTA V online due to Rockstar not liking people using mods really, despite what's the mod.
If using native screen resolution, and didn't mods before, then might be remembering it wrong. As pretty much everything looks correct from the image it seems.
