New phone but same sim and number

So i returned my phone which had steam guard on it but i kept the sim, used a backup steam guard code to login but now i have to readd steam guard and wait 14 days even though its the same number?

Your token key for the Authenticator is only on a per device basis. You have to re-register the device as it’s functionally new regardless of the phone number

There is a method for transferring mobile authenticator to different-phone/same-sim that only restricts you from market/trading 2-3 days.

There's no need to disable steam guard when changing phones.
