Why is this achievement highlighted?

I've never seen this[i.imgur.com] appear in any of my game achievements before. Is this a change that came with the new store and library interface? What does it mean? And why does it not appear highlighted in the complete achievement list?

I was wondering that also a few days ago, I'm thinking maybe its achievements that are less that 10% of players have?

Rare achievements that less than 10% of players have get highlighted.

It's a rarity thing. If you get an achievement that less than 10% of players, you get a gold flashing border.

Hold mouse over it shows what percentage has this. Below a certain amount we are part of a very few :) it glows , that stays until others have also achieved it raising the global count. Once it reaches the set amount over the rare the glow dissapears.

It just so happens to be the latest achievement I got, but the 10 I got in the past 2 weeks haven't done that, this is the first.

That's what I was thinking, too, but I needed confirmation. If a web search doesn't answer my question in 2 minutes or less, I just turn to the source. I wish specific details like this were easier to find.
