Achievement Didn't Unlock in Plants Vs. Zombies

I'm currently trying to 100% Plants Vs. Zombies and have two achievements to go (according to Steam): Penny Pincher and China Shop. While I know I haven't unlocked China Shop legitimately yet, I tried to no avail to get Penny Pincher and I was about to lose my mind over it. Then, when I checked my in-game achievement list, it said I had already unlocked it. Is there any way to get Steam to recognize that I already earned the achievement, or to perhaps reset its parameters to try to unlock the achievement again? Any help with this is appreciated

I'm not sure, I'm pretty sure I unlocked the achievement in question a long while ago and I have definitely been playing online since

although I don't normally recommend it, use SAM to trigger it then...

btw china shop is by far, the hardest cheevo in that game and its not even close
