So....Contact the people who are banning people for reporting others, and say I'd like to report them?
Is there no one beyond that?
And if the Developer is the Publisher, and the Moderators are apart of their staff?
Again, I'm looking for Steam to handle this for a reason: The developers are the ones doing the moderation, and...Bluntly? They're banning people for reporting guys posting racial and political slurs. No clue what to do at this point other than tug on Steam's coat tail.

That's what they are supposed to do. It's against steams rules to do that. It falls under insults and harrassment.
Thank you, this was what I was looking for.
Yeah, I'll reiterate: The moderators of that forum are banning people, for those people reporting other people, who have broken steams rules.
Steam will not interfere in how a game forum is run. They never have, they never will.
Developers/publishers have 100% control over how they run their game forum on Steam, they can impose any rule they want and ban you for everything they want. The game forums are basically foreign embassies on Steam soil.
So, people handing out threats, posting political slurs and the like, naming and shaming/doxing, and a handful of other things that are against Steam's site wide rules, will not get banned, because reasons? According to what you just said, developers/publishers have license to literally ignore Steam's rules and break them with no consequence....Which I know isn't true, since games have been taken down for that....
Games may have taken down because the developer/publisher broke rules but that has nothing to do with the game forums.
Again, publishers/developers are allowed to set their own rules for their forum here on Steam.
You dont have a "right" as a user to have access to a game´s forum, its 100% a courtesy by the publisher.
They dont even need to offer a forum if they dont want to.

I even set a group for moderators and developers to share their moderation experiences and ask questions.
We also moderate their hubs together with them, unless they explicitly said so or they keep up with reports (and there is thus no reason for us to go there).
If a developer severly abuses his power and basically just bans everyone the game can also be removed from the store (although that's usually part of a bigger pattern of abuse).
I stand corrected then but in my 8 years on Steam the standard answer of global mods was always " we dont interfere with gaming forum management".
I know they changed that last year with the announcement that global moderators will help moderate game forums but as i understood its only if the publisher/developer asks for it, not as a default.
