Thought I would share what I figured out in case anyone else runs into this.
Steam controller settings sees a dual shock PS4 controller just fine, even shows you a controller as you click on the buttons to remap them, etc.
But when you try to connect the PS3 NAV controller, it sees it as "Navigation Controller" but when you goto remap buttons, it shows a generic XBox controller, and would not let me map anything.
So, I installed reWASD and with it you can remap buttons to keyboard, mouse or XBox controller commands.
So I just had it remap all the keys on the PS3 NAV controller to XBox controller buttons.
Then when I went back into Steam controller settings, it was seeing it as an XBox controller, and I could map buttons.
