As DirectX is a component from your OS, any application, no matter where installed, can access it.
There is no "no" option. I can choose to either install or cancel the game launch. When I click "install" it asks me to uninstall DirectX or cancel the game launch.

but as you point out keep happend , and all files and content is actual that games devs responsible to get it work, they might have made a mistake or cant see first time runs anymore.
so point is still not a steam issue , but a game related issue. and steam has no right in other game company files.
( and maybe this is part of steam redistributable tool app, as i recall directX is run last at the scripts. ) and now you are caught in maybe error is already install VC but no directX file first time run is made, dont forget im guessing here. but its still game devs problem.
but i have not seen this problem myself ( and on laptop with no directX 12 card ) so thats why i cant see it.
ps.
do tell game names, only other with same game can test this for you.
Unreal Engine is in many places and you dont want work with my game, you dont have.
and people with directX11 and lower, require highend graphic card with DX12
you might even want to tell graphic card model name.
to get ride of entry like gtx560 , work fine here...
ps.
if nvidia card user, use advance install to make a clean install then checkbox is there.
this is to make sure driver do work and directx point in the right place in the OS.
i had to reinstall my core driver after a windows core update. ( so you could have something like that also here. )
last thing dont OC while you testing this, you want a stable pc with no issue. no game mods
also, Original content with the game. ( this is to avoid user own faulth. )
many forget crashed game, has been seen to reset ingame-configuration before.
have you raised the security setting, or lost steamclientservice right. ?
see under service steamclientservice most be there.
you can try properties on steam.exe and set administrator on, this is so you dont have to do it with all other games that need this.
