i recommend you uninstall steam.
then ccleanr pc with junk and repair registration. ( 2 task with that app )
reboot pc
reinstall steam ( this should fix firewall, unless you have diffrent software ( windows firewall and anti virus app ). if you are expert then go in and check setting, i doubt you are, try anyway to atleast look at it, so you have a idea what it is, because something change this first time and most will say user own faulth, because we are many it do work for.
sure addware or something like that can do this, again its not about blaiming its about what if this happend again. with something you use and dont know what cause this.
checked event viewer it reads
"Error: Failed to add firewall exception for E:\Steam\bin\cef\cef.win7\steamwebhelper.exe" However I check my firewall settings and steam is allowed to run. Not too sure what's going on here. It also does not work if ran as Admin.
Edit: Just checked again that was from the first day it started doing this. Then the next day it gave this message
"A timeout was reached (30000 milliseconds) while waiting for the Steam Client Service service to connect."
However it doesn't give a message when I try to do it now.
this dont happend by itself ( worst case reset it to default, maybe worst is bad word but restart from scrates fits better. point is all previous setting is gone and apps have to ask again. )

steam with games
exit steam
locate its folder with steam.exe
delete all files and folder ( except steam.exe and steamapps folder )
so you avoid redownload and install them again.
then click steam.exe or download it again ( so it can rebuild itself )
dont forget steam is a browser (( could you have other link protection app running that block links )
you might want to change default browser firefox , MS edge , chrome ( in that order unless you already have firefox as test.
so what's name of secrity app, because , you might need another user input help, even i know many but not all.
even ccleaner has link protection now, see that why you need to watchout for them thirdpart apps.
I did everything exactly as you described. However I still got the same error.

I am using just the regular windows firewall and anti virus.
What is it you suggest I reset to default?
firewall and antivirus is only thing left, and run as administrator, there is nothing else left.
you blocking this or lost admin right to steam. ( i dare not to say it but if you cant get it to work. ) can you make a rollback, to a previous system restore point. then it did work, either reset firewall and antivirus to default depend on what you have windows10 defend cant be uninstalled that's default, but you could have other, and please tell name of them, so,we dont make mistakes.
do check controll panel, with whats is installed, if a thirdpart app is there and still blocking, then you will never get it fix.
check program and feature , i think its called depend on local windows maybe, name can be diffrent.
last thing, try some free scanner for adderware and virus, reason is if os system is effected ( dont think it is )
also go back to windows defender if you do have other , thats uninstall and reboot.
because . most will say if you cant get steam to work os system is lost if you have a game pc. ( if you have a freind to get fresh eye on the case, please do so, even company do this get another guy to recheck everything, because you are at ends road, people dont trust remote help or access, to get fresh eye's on case. so ( sorry to say it, new fresh windows install if you cant get help or rollback.
do name windows firewall or windows defender win10 if that is what you have, this is also to other if they run into same issue as you.
whatever did this ( and i doubt you block this by mistake "steamwebhelper.exw" it do tell its part of steam.
do recheck again windows log viewer, thats its same issue ( not the first time things have change to something else and still be blocked.

dont forget contact steam also, do give them link, even if they want you to repeate something here. ( i bet they want to know this or cause of it. )
you need dxdiag and msinfo32 to be ready then you send them report.( if you want help from them. ) if they even can help you.
yeah, you are not the first gamer that been caught in , waste of time trying to solve it or reinstall windows. we have all tried this people just dont want to remember BSOD very old windows issue. ( well any way you are up at the horse again )
