If you launch Windows in safe mode with networking, does Steam launch then?

I'm having this same problem. I've tried every solution I can find online. Nothing will work. Steam Client Bootstraper appears in task manager, and then suspends and closes itself.

Restarted computer 3 times
Shut it off once
Launched windows in safe mode
Checked compatibility
I uninstalled steam then reinstalled with no luck
Someone said to clear my cache so he told me how.
After deleting 715GB of steam games and steam related things I went to sleep
woke up steam still didn't work so I tried to repair Steamservice.exe
This is what happens if I try to open or it doesn't respond at all
And also Steamservice repair didn't work cuz apparently it can't find it

Repair the Steam Service

The error may also indicate a Steam service failure. Please try repairing the Steam service:

  1. Exit Steam.
  2. Click Start > Run (Windows Key + R).
  3. Type the following command:
  4. "C:\Program Files (x86)\Steam\bin\SteamService.exe" /repair
  5. Launch Steam and test the issue again.

Note: This command requires administrator privileges and may take a few minutes. If you have installed Steam to another path, please replace C:\Program Files (x86)\Steam with the correct path.
Just tried this. It doesnt seem to work either.

try windows event viewer log , why does app crash, or blocked ( security app could be a issue )
firewall/antivirus app might be the cause

also run steam.exe as aministrator ( if somehow not have the needed rights. )

(youtube windows event viewer , if you need help with it )

do not wait for steam support, some wait over 3-4 weeks gl with that.

checked event viewer it reads
"Error: Failed to add firewall exception for E:\Steam\bin\cef\cef.win7\steamwebhelper.exe" However I check my firewall settings and steam is allowed to run. Not too sure what's going on here. It also does not work if ran as Admin.
Edit: Just checked again that was from the first day it started doing this. Then the next day it gave this message
"A timeout was reached (30000 milliseconds) while waiting for the Steam Client Service service to connect."
However it doesn't give a message when I try to do it now.

I've tried disabling the firewall. Steam is still not working.
