Steam takes the information from your OS. If it shows wrong date and time, then it is because it receives wrong information from your OS.
Which account are you in now?
Log out of 2nd account and back into the main.
Maybe the chat logs have not been updated
Have you exited Steam fully? Use the Steam top left exit. Restart
Maybe it needs to refresh its cache> Delete Steam web cache. in the settings steam top left corner.
Some countries use day light saving.Does that ring a bell anywhere?

i also tried delete steam web cache and delete all cookies
When I type in my friend chat window it shows a time only no date.
This date is based on our computer time.
Only thing comes to mind is the chat time 24 hours or computer time changed to 24 hours>
You say its correct what do you use to check if the time is correct against your PC time?
Our PC uses internet time.
-there is a date,if you chat someone that you havent chat with for like a day there will be a straight line saying the date
