Is the CD key device specific?

I helped my dad buy Command and Conquer 4 with his own Steam account using my laptop because he left his laptop in his workplace. We wanted to try it out in my laptop so we downloaded it and we were prompted to use a CD key to play the game.

If we used the CD key on my laptop instead of his, will the game still be available when my dad downloads and installs the same game using the same account in another device? Thanks!

Keys are locked to one account only. You can use that one account on any device.
There is family share.

Yes. He only needs to sign in with his account.

Yup as long as the device is capable of playing it, should be fine. Do be aware that 32 bit Windows systems no longer are supported by Steam, though, so if it's a very old computer running XP it won't be able to launch Steam itself, even if it can still run the game. Confusing, hopefully that won't be a problem.

Once the key is redeem on the account, it's bound to that account for life.

The account is not bound to any device, you can login to any device you wish as long the client is supported on the device be installed to download the game, and play it.

That is the beauty of steam. Softwares are licensed to account, not to the computer.
