LVL 0 can i trade??

so title is a bit inaccurate but i don't know how to say it, i want to buy a skin from bitskin but my account is lvl 0 i was wondering if i bought a game on my account will i get the skin or no.

Maybe rephrase that, you don't buy accounts. Trading restrictions mean just that.
It should say here how restricted you are.

just remember, all 3rd party sites are USE AT OWN RISK. steam will be unable to assist if anything goes wrong. some sites may have level restrictions to use them, so you may want to make sure your account meets all requirements before attempting to use one.

you would be safer buying from the steam market, but it is your decision to make.
