That page is broken at times and will display that instead of your screenshots like it's supposed to, since you already have thousands uploaded.
You can easily check how much space you have left by starting an upload in the screenshot uploader, click upload and the little popup window will tell you your remaining space you have left.

The only downgrade Valve has made with any limits was the Artwork size limit which was reduced from 8MB to 5MB per Artwork back in December.
