You can take as much as you have storage for on your HDD. Uploading has limits.

18.9GB is the limit for artwork AND screenshots combined on a non-limited account.

Open the SS uploader, click on a pic and choose upload. Before you upload, it will tell you in the pop up.

Have I understood this wrong?
This is a update message from Screenshot area (Today).

"Steam has made it easier to take and share screenshots of your favorite games.

Press your hotkey (F12 by default) while in any game that runs the Steam Overlay to take screenshots. Then publish them to your Steam Community profile as well as Facebook, Twitter, or Reddit to share them with your friends.

With 1GB of personal Steam Cloud storage, you can upload thousands of screenshots to show off your best moments for all your friends to see. Or you can make them private if you'd rather keep them to yourself."

That page is broken at times and will display that instead of your screenshots like it's supposed to, since you already have thousands uploaded.

You can easily check how much space you have left by starting an upload in the screenshot uploader, click upload and the little popup window will tell you your remaining space you have left.

Nope.

The only downgrade Valve has made with any limits was the Artwork size limit which was reduced from 8MB to 5MB per Artwork back in December.
