Whereas from my kid's account what worked was starting Visceral Cleanup Detail and using the Steam Overlay to do the invite.
The fact that so many people have to go through so many different games and through so many different methods to get this to work with very few methods reasonably repeatable shows how poorly planned, coded, and debugged this was.
Consistently working code with repeatable results is not high on the Valve agenda.
One can see by my playlist I tried many games today including some of the often recommended free ones before finally getting something to work. I still think that may be by pure chance too.

I was frustrated with this... It just says," Invite a friend to a game via Steam overlay" when it needs to say," invite a friend to remote play", would have made everyone's lives easier. I got it after the advice at the begging on this post. What you need to do is different from what it says.
Steam -> Settings -> Remote play. Make sure Enable remote play is checked.
Go to your library.
Click on Advanced filtering options (It's next to the search field in the top left corner)
Click the box Remote Play Together.
-This shows any games in your library that supports Remote play-
Start any supported game -> Go to overlay -> Right click on someone in your friends list -> Remote Play Together (Right underneath the cursed Invite to lobby).
You, and your friend, have to be online (Not invisible). They do not have to accept the invite.

Its not all that different from MP invite to lobby?
adding that game uses controller and I get the tick without using controller just had to use the main menu thats all.
