If you're asking for the mechanics of the service rather than how to complete the task, the host streams to another user so they can play the game together. It's built to play local multiplayer games for people who do not have friends willing/able to travel to each other's homes.

Found the issue. I was using the Steam client with previous UI (not the awful ad-ridden excuse we have now). Installed the update, got the button, and now I've reverted.
They really need to figure out WHICH multiplayer games and HOW this all works. For anyone who has gotten it to work: how? Who was on - were you on and then invite a friend who is OFF the game and needs to start it up? Were you both already in-game?
One more thing Valve is sucking the fun out of.
Just this last hurdle, the rest sld be easy.... You've already walk this far :)
