Steam Winter Sale Coupon Taken but didn't apply the discount

So my partner wanted to buy some silver (For Destiny 2) by using his Steam Sale coupon, so he redeemed it for the purchase but Steam still took all the money for the purchase and the coupon disappeared implying it was used.

What's the deal? Does it not count for currency purchases? And if that is the case, why does it still take the coupon?

Is it something from the Steam Store?

Is it in-game currency purchased *in-game*? for what game? it would, maybe, make sense for in-game currency purchase to not work with the coupon.

So when he went to make the purchase, there was a bar that said to redeem to get the coupon. He clicked that and at the checkout showed it as the reduced price. But after he accepted and moved on and paid for it, it took the full price of the purchase.

He still has his tokens, but he clicks the coupon to try and see if it just didn't work at the checkout but nothing happens and he still has tokens and he still has a banner at the top of his steam that implies he still has a coupon to spend.

It takes you through Steam to make the currency purchase so you can apply the discount.
