Can't Purchase Games - WInter Sale
Hi. So, it's a little frustrating trying to purchase a few games for a friend as a christmas gift (for the last three days 24-26Dec), and neither the App nor the Website will function. I've tried purchasing a couple for myself with no result.

When I attempt to use the web based store, I receive "There have been too many login failures from your network in a short time period. Please wait and try again later.". Okay, so I'm overseas and receive this with and without a VPN. My PC is authorised as a Steam client for my account so that isn't an issue - It's Steam.

Occasionally I can get to the payment window, and when I choose to pay, my option is "Please try back later, there is an error with the payment method" Okay. Try Paypal. VISA. Couple of the other options. They all fail the same way. It's like Steam doesn't want my money. SO the error message suggests waiting a couple of hours. Cool. I've checked back twice a day for three days and it's the same snit each time. Please unfsck your snit so people can actually buy games for their friends, loved ones, or themselves.

If anyone knows how to fix it, that'd be swell, but at this point i'm assuming the entire Steam Winter sale is b0rked beyond belief.

Are you connecting to Steam through a semi-private or public network? Looks like the root cause.

It's most likely because you are overseas. Your payment method is from a different region than your physical location. If you were to ask Support to look into it, they may be able to confirm it.

Being overseas has been an issue in the past. They had to redirect me to a url with US at the end to get the right store. That said...

I purchased a few games for myself during the thanksgiving sale while overseas and experienced zero trouble. None.

Also, I've tried using my VPN which resolves to a US based locale and for all intents and purposes, my traffic appears to be originating from the US. And it still fails. I feel like the steam store (at least gifting) is broke as fsck.

Well, keep in mind that using a VPN to bypass region restrictions can come with consequences. Also, there appears to be a way to set your store region while traveling. Both topics are covered in the link below:

If you're using wallet funds, know that the wallet system is currently FUBAR due to some anti-scamming technology. I suspect that false positives are far more trigger happy during the sale period

The alternative is that Steam becomes a safe haven for scammers
