Was checking my library and COD: Modern Warfare 3 (Dedicated Server) is on my list, but I don't own the game.

I was looking up a game in my library and noticed that I could install Call Of Duty: Modern Warfare 3 (Dedicated Server) into my library. It has zero hours, I've never played it here, and upon checking the store it says I can purchase the game which means I don't have it.. although this is a dedicated, maybe public test server?? But why would even be in my library if that were even the case? Does anyone have any insight on this?

Server hosting always worked like that. No need to own a game for it.
