A few more nouns might help.

Did you delete Steam web history and cookies?
Open Steam in browser log in again.
afaik deleting steam cookies adds a holding time on trades since the cookie is required to confirm the trade.

Read this. May have a solution for you if using another browser doesn't work.

If I recall it does something like this ..
Your browser saves the Steamguard authorization in a cookie, deleting that will make Steamguard believe your browser to be a new device, and new devices can't use the market.

If you are on a newly authorized device that has not been Steam Guarded for 15 days you will receive a 15 day restriction from trading and the Community Market.
Any other devices that have been authorized for 15 days will be able to trade or use the Community Market.
I have the same problem. I did all what I do. I do not have any new devices. i have jsut 1 computer. I do not understand where is the problem.

If U have some info, let me know.

Thank you

I contacted Steam support and sent them links of many threads of people complaining about this, they said they are investigating the issue.
