Open Steam in browser log in again.
afaik deleting steam cookies adds a holding time on trades since the cookie is required to confirm the trade.

Your browser saves the Steamguard authorization in a cookie, deleting that will make Steamguard believe your browser to be a new device, and new devices can't use the market.
If you are on a newly authorized device that has not been Steam Guarded for 15 days you will receive a 15 day restriction from trading and the Community Market.
Any other devices that have been authorized for 15 days will be able to trade or use the Community Market.

I contacted Steam support and sent them links of many threads of people complaining about this, they said they are investigating the issue.
He didn't. Problem isn't fixed.
