Apparently we need to ask steam support in the first place
At first I thought it was my payment info since I never updated my billing address after a recent move, but I get the same error message even when I try to update that. The support ticket has been submitted, so here's hoping.
EDIT: I finally found the issue. It seems there's a bug with certain coupons. Removing the 33% off Yakuza Kiwami 2 coupon worked for me.

Though if i'm to weigh my opinion in on the anti-scamming mechanisms put in place with the Steam Wallet, it seems like it'll encourage people to use legit key markets for gifting rather than using Steam directly
I think it might be because lots of people are taking advantage of the Winter Sale, but I've been trying for three days now and I still can't buy the games I want.
This is not the case, Steam put some kind of restriction on your profile and the only way to have it removed is by asking steam support. They don't tell anyone about it though so it's really scummy. As long as you haven't tried to abuse the gifting system before, or any system for that matter, you should be fine to have it removed.

Yes, this is the case, i asked steam support and they updated my account so i can buy gifted games now.. Why is Valve/Steam doing this?? Its not a good thing.
