Because it has to be done through logging into your steam account in a web browser (ie, chrome, firefox, etc.), not through the client, hence "web chat". You can also use your mobile app if you have that.

Are you using Mobile or browser? I can't help cos I didn't use the mobile, but if you use the web browser, just click the link the task provided and log in from your browser. then click a group ( or friend) ( if you click on group ) do the same as what you did for task 2 "Join a Group Chat Room"

Edit: You can type search "STEAM" and it will lead you to the main page of steam then you log in and click your chat from there ^ see what I wrote above.

I don't have a mobile! I went into a group, I went into steam client beta group, and chat, and nothing has happened, quest is not done.

When you are log in ( from your browser ), ( top: with : STORE COMMUNITY "ur user" CHAT SUPPORT) click on *Chat* and then click on either your friend or group and type something or post a sticker..

Go here https://store.steampowered.com/holidayquests/ and click Steam Web Chat (this will open a chat in your browser, you must be logged in to your steam account, write to someone and the quest will be completed).

It doesn't work through the Steam client. You have to be logged into the Steam website with your computers browser (Microsoft Edge is a web browser). And you can be logged into the website and the client at the same time. Then from your browser you can go to chat and do it there.
