I cant buy a better version of a game that is cheaper
I have been trying to get rainbow six siege ultimate edition which is currently only 40 dollars (because of the winter sale) but i cannot because it says that I own a removed copy. I have already permanently deleted the game. I have also looked through my steam licenses and i do not own anything rainbows six related. in case you're curious it is more economically viable that i buy this while the sale is going on because it is cheaper then buying the dlc separately.

Sounds like you're making things complicated. So you deleted the game, not refunded it? Either wait for the refund to be completed or un-delete the game and buy it and the updated license should replace the current license. IE add the DLC to the current game...

You may have found a wrinkle in the behavior will Steam will just add the DLC with what you're trying to do but trying to add it to a deleted game may not work like you think.

I cannot refund. I have owned the games since 2017. the problem is that the game wont be permanently deleted. There is a option to permanently delete the game but you can just redownload it after you "permanently delete it". which i have. I wish to get rid of the current version of the game because it is blocking me from get the better cheaper version, which is more cost effective to buy it rather then just buy the DLC on there own. I cannot buy the ultimate edition because it says that i already own the base game (after i have "permanently deleted it"). all options to buy it are not allowing me, I cannot gift it to myself, nor can I press the buy for myself option as it is faded out. and the problem with the license was that i still had it and it didn't say that, I wanted the license gone but i could not get rid of it. And i am not sure if i made said this clear (my fault), the ultimate edition comes with the game i already own which is why its preventing me from buying , because i already own it and steam doesn't want me to buy the same game twice.

The only way to completely rid your account of a game license is through a refund which is not possible for you because you're outside the refund window.

Well now I'm not sure if you understand the difference between uninstalling the game and removing it from your account, and which one you're referring to.

I do. I have removed the game by going into help, then clicking on the game (this case rainbow six siege), the pressing permanently delete. which uninstalls it, removes it from your library, and apparently removes your license (which in reality you just cant look at it). I have tried to find the answer to my problem anywhere and they all come up with "Im just out of luck" but it is still nice for it to be confirmed and make sure im not just giving up for no reason.

So when you undo that removal and add the license back, you still can't buy the game?

Yes
