How are you suppose to add free DLC to library?

Attempt 1) I click on "Add all DLC to Cart" when buying the game. Everything with a price is added. Anything marked "Free" is not.

DLC not in Library.
DLC not listed in "Manage DLC"

Attempt 2) I click on the DLC. On it's own store page I click "Download". This launches the game. I did not expect that.

DLC is listed in "Manage DLC", and has the box is ticked for Enabled.
DLC does not have "In Library" when viewed from the store page.

Am I missing something here? I don't think this is the intended behavior.

Free DLC get added when you press the DOWNLOAD button on the store page for it.
Which launches the main game ( if installed) and adds the license to your account.
It also will appear in your account license page:
https://store.steampowered.com/account/licenses/

The " is in your library" can take a few hours to appear with free DLC on the store page.

Is there a better way to add all free DLC? Some games have tons and it's exhausting having to add all of them one by one.

By now they changed it so every DLC should have a blue "ADD TO LIBRARY" button next to it.
You still have to open each DLC page separately for that but thats easy on a browser.

Do you need to dowload DLC's that you have added to library or they will be dowloaded automatically?

DLC are either already part of the main files then adding it will just activate the DLC.
If its separate files it will download them automatically and add them to the game.
