Can i send gift to trade banned user?

i tried to buy game called Samurai Warriors 4-2 to my trade-banned account with my steam wallet. It gives me error.

Can trade banned profiles receive gifts from others?

Trade banned accounts can receive game gifts.
They can not receive item gifts.
Is it a trade ban or a suspended account?

He has two people in his friendlist. I would assume it's the top one with the trade ban

try reading the error message. if the error said "Contact support" then you need to contact support. otherwise, read what the error message said
