Wait time only after buying 2 games?!

So. I only bought 2 games for myself for this winter sale. In 1 purchase.

Now i see a game i love on sale wich i want to buy for 5 friends. Sadly there is no pack option, as the 4 pack includes me but i have the game so removed that from my shopping cart. Then i tried adding the same game twice to my cart. didn't work. Kinda tiresome.

And then i can't even buy the game because it says i bought too many games in the last hours?!

I only bought 2!! Is it the adding and removing from shopping cart that they think is suspicious?! I can't find this anywhere else online.

Pretty aggrivating if after waiting... i will have to wait. a whole hour. between gifting this game to my 5 friends

How many is too many? After an hour, can i still buy that game 5 times in succession or do i have to wait after 3 or so? Sorry, i just want all 5 of them to get it semi at the same time
