This is a country (Turkey) banning the game.
What game is it?
Why do I not believe one or both of you are actually physically in Argentina?
The chances are high one or both of those users are abusing the system to get games cheaper and the system blocked the transaction.
They are protecting their customers. Valve has two groups of customers, end users who play the games, and the developers and publishers who make and sell the games. If Valve didn't put certain restrictions in place, there would be no games on Steam.
Now if we got morons trying to ruin regonal pricing for that countries that has weaker currency problems, publishers, and dev may at some point give up, and just ask out equivalent USD price across, which everyone loses, and all thanks to those morons that want to ruin it so badly for their own personal little entertainment because they want cheaper games.
A country can't recovery magically if their currency took a drive, or could not rise to such power gap compare to other currencies. There's no magic wand to fix world problems.
2. People been trying to abuse regional pricing by using VPN, proxy, or etc to mask their location, and provide fake information where they're from, pending to be in said country, to buy games at a lower price.
3. Con artist, people try to abuse this as well by trying to sell the games they have no rights to be doing to someone, and con them out of their money. No store supports scammers.
