I want to buy some steam wallet with PayPal but it seems there's no option for it.

I have PayPal as a payment option for Steam Wallet.

May depend on your region, not all payment options are available everywhere.

Not really since Steam only accepts PayPal accounts that are registered to the same country as the store is set to.
So changing store would do exactly nothing. You would get the PayPal option but you could not use it since Steam would reject your PayPal account because its registered in another country.
