I'm in Qatar, bought retail code in Qatar Shop. Activation = Not available for purchase in Country... huh?
Expat here. Any way to resolve the issue? The game has an activation restriction where it can only be done in the Middle East or Africa. AFAIK Qatar is part of Middle East and the retail code was sold by a local shop.

It depends no longer only on location (IP) but also on shop region.
Is your Steam store region also set to Qatar? Only then will it let you activate that region locked key.
You need to be at the location so your IP matches AND your store needs to be set to that country.
