Did not work on me. I've tested three diferent active chat group rooms and I have as well tried to link friends with me to a live chat room to send out messages.
The quest still show unmarked.

Same here. Entered steam community group - nothing, created a group for friends - nothing. Fun fact - those friends completed it thanks to joining... xD

A friend mine told me after I have linked to my own chat room he had his task complete. He told me it took a while to get it marked.
