FPS has nothing to do with drives. Loading times would have been better.

Copy the files back to where you had them.

Stutters can be solved with ssd. But those that happen in a game that has good fps apart from these moments.
Where will this HDD be installed to? Internally in the case or as a USB?
Will you be using it as a spare or as windows system drive?
This determines the responses as there possible 2 avenues to choose from.
When the HDD is external.
If you can use an external enclosure connect the HDD inside the external enclosure via usb to the main computer being used.
copy game from SSD to the added USB drive folder.
If you buy an external expansion drive USB just plug it in and copy over to a Folder name it Steam Library 1 or whatever.
Then open Steam top left settings>downloads>library folders add new library folder.
Two options.
- Right click on game, click on "Properties”, go to local tab, and click move to your drive you want it on.

- Better option, move game from the common folder, to the other common folder on the other drive, don't forget move the game .acf file from the Steamapp folder to the other steamapp folder, and should see it when you launch steam. Do note you want to delete the one on the drive you don't want the game on, that include the game file, and the game .acf file, as you only want one copy of them on the same drive you want the game to be on.

Also This has nothing to do with fps & stutters just like hotsauce said, which normally points to your hardware, either the following.
-CPU not able to handle the task.
-GPU not being fully used, or someting wrong.

Unless it's doing loading same time as playing then sure, such as GTA V where things may not load in time, but then you hit into something you didn't see. Another note is if using a slow HDD can be cause of the issue as well, or unless something wrong with the drive, or drive slow, and need to be defrag to restore performance.

Games that let the hdd lamp glow when you move are candidates for ssd.
