Is modding games safe?

Hello! I've never modded any game ever but would like try. The only thing that worries me, can I be VAC banned for that? I'm only interested in modding single player games, like Fallout IV and Resident Evil, but you have to install 3rd party app like Nexus in order to mod. Which sound unsafe.
Are people usually modding the legal Steam coppies of games or pirated?

Fallout 4 is fine since it's not using VAC and is pure singleplayer, not sure about Resident Evil.

Mods are usually made for legit game copies. Depending on the game and mod you are using, there probably would be a warning in regard to VAC or in other words, a decent modder would warn about it. In regard to Nexus, it doesn't cause VAC bans.

You should always research a game before modding it, just to be on the safe side of things.
