I downloaded a steam game on my laptop but i dont want to stream
I would like to play the game from steam on my pc not my laptop i have uninstalled it on my laptop but it will not allow me to install on my pc

If it's a free to play game it should install and let you play from anywhere. If it's a game that's for sale that requires being purchased you either have to use the account you purchased it with on your pc or purchase it again.

You don't need separate accounts for each computer you have. You can use the same account on all of your computers. When we use the same account on multiple devices Steam requires a verification process (one email) to verify that it is you.

its the same account both devices has win10 and i can only stream it when my laptop is on and logged in other than that i cant download or install on my pc????

Double check whether the desktop is a 32 or 64 bit version of Windows

Are you using the family share thing to stream it to the pc?

What install? The big button in the large mode library view? Copy the game files on to a flash drive or CD/DVD or use the LAN (LAN might be the slowest way to do this) and transfer them to your steam library folder on your pc then in small mode of the client click on the game as if to launch it. The install process should run by doing that and should be quicker than downloading the entire game again, doing it this way Steam only has to verify that you own the game and validate the game files. Quicker than downloading and installing.

There's your problem. You'll need to upgrade/reinstall a 64 bit version.

GTA5 is a 64bit only program. If your desktop is a 32bit version of Windows, that would cause what you're seeing.

Another thought: Might there be parental control kind of stuff active on either the steam client on the pc or on the pc it self, or on the router or in the ISP website account settings that might be blocking it? That's another thing to check. That game is rated M for mature audiences...it's a possibility parental controls are in the way.

They still do it for free with an eligible WIndows 7 or 8 product key.
