Only difference seems to be the new chat client does not label them "non Steam games" but just displays the title like for any other Steam game.
exemple: Player1 Playing "In non-Steam game
Fallout 4" - seen only by his profile.

That could indeed be a problem.
there are a lot of good games friends playing that we never know they even playing that, yep as new steam settings in edit section.
just strange thing think they missing from your friend-list while playing something already.
