Steam Client Causing Mouse Cursor Troubles
The steam client explicitly causes my mouse cursor to randomly drift diagonally across my screen.

With no input from my physical mouse, the cursor itself will move at random intervals - but always oddly in a north-east motion. However, even when I am making use of my mouse this strange issue can occur, during a game or just moving my mouse to click on something, it will slide diagonally to the top right as I attempt to move in my desired direction.
I have narrowed down this issue to this very program. When it is not open, I do not experience this issue. Something about the client is not interacting well with my mouse/computer.

Again the phenomenon can occur at random, but also when provoked by something like: unplugging and replugging my mouse, my keyboard, my headphones, and anything to do with a USB socket as far as I have tested, as well as sometimes when opening other programs (with the steam client open along side this action). And I know this because I have troubleshooted each of them individually and the only constant to this problem is the steam client.

I already made attempts at solving this problem by; reinstalling steam, utilizing combatibility mode, updating multiple drivers related to my mouse, using a different mouse, and contacting steam support.
All they had to tell me was;

The only thing left for me to try is resetting to factory new, and I'd like to avoid that - because I'd rather just deal with life without using steam and games exclusive to the program, since it's been nothing but trouble for me since installation anyway.Though, it would certainly be nice to get this fixed because I really want to play the PC release of Monster Hunter World without any inconvieniences. . .I cannot express how annoying it is to have your mouse just randomly reposition somewhere during those critical moments of gameplay.

My mouse is a MSI DS100 Interceptor.

Nvidia GTX 980

What worked for me was that I quit steam beta and went to normal release steam. It's gotta be some beta server thing or whatever because it went back to PERFECT once I left beta.

Sadly, the only way I could fix this problem was by getting a new mouse. I got the Logitech G203 and no longer have any mouse problems like the ones I had with the DS100.

I've solved mouse cursor drifting problem with this.
I've had Switch Pro Config Support checked for a month because I'm using Horipad Switch controller with Spelunky. Today my mouse cursor was drifting so after reading this thread I unplugged the controller and my mouse cursor stopped drifting. Plugging the controller back into my laptop caused the mouse cursor to drift again. Moving the right thumbstick on the controller was controlling the mouse cursor so I positioned the thumbstick to neutral and the drifting stopped.

I've had Switch Pro Config Support checked for a month because I'm using Horipad Switch controller with Spelunky. Also, what will cause cursor drift is zero point booting. When the device is plugged in, such as an analog stick, if the stick is not at PERFECT ZERO (0,0) x y coord, then it will calibrate that the position it was in when it was turned on IS zero, so for example if you hold FORWARD on the analog stick as its connecting and turning on, it could view FORWARD as zero, so when you give no input, it is traveling BACKWARD. If the stick is damaged, then the zero point configuration needs reset.

This Zero Point is also referred to as DEAD ZONE.

I encountered this issue for the first time today, booting PC, watching my cursor float to bottom left for hours. Tried everything, different ports, different mouse, rebooting, uninstalling drivers, updating whatever software seemed related, nothing worked.
Last straw I was grasping at appeared when I found out accidentally that it stopped floating as soon as I left the desktop surface. Task manager -> no float. That made me think maybe it was something on desktop that caused the floating. Started closing applications manually, one by one, from the task manager, returning to the desktop after each one to see if the floating persisted. It stopped after the steam bootstrapper was closed. Which... led me to another thought.
I still had my Switch controller connected.
Switch controllers tend to encounter controller drifting issues. I reconnected to Steam -> floating, and disconnected the controller from the port. It stopped. Immediately.
The controller itself caused the drifting for me.

Idk if this helps anyone, but it really made my day. No more floating mouse cursor. I'll only connect the controller for the game itself because in Steam it doesn't float, but outside? Never again.

I only post this to let others know - if you follow Pski's instructions and find that you don't have 'Switch Pro Configuration Support' checked, just check it and uncheck it and restart Steam. FULL DISCLOSURE - I also unplugged my PS4 controller via USB at the same time - that could have been it. I know, I know - and I am an engineer. Never make multiple changes or you can't actually figure out root cause... my bad.

Either way, I can finally play WOT again so thanks for the info. Game on!

It appears that SteamWebHelper has been corrupted or infected and needs to be refreshed. I'm not sure how to manually drop files without pulling ones listing my currently installed games and being forced to reinstall them all again.

However opting to update to Steam Beta from the first page of settings appears to have replaced SteamWebhelper with a new one.

My issue has stopped and I haven't had to uncheck Switch Pro.

Solution: Unplug your controller. Is your mouse still drifting away? Then idk. Otherwise it's because your controller's analog is ever so slightly not properly neutral.

Force Close Steam in task manager dont know how or why tf this fixes it but it does
