Nevertheless, the issue you're experiencing is due to your laptop being out of power. The three flashes if I recall correctly means it needs to be charged. This would imply either your battery is now a dud, or the connector between your laptop and the battery is dysfunctional.
When the laptop doesn't turn on after a while even with the power adapter (charger) plugged in then that means the laptop's power supply is dead and needs to be replaced. Contact HP support and they'll send you a padded box with shipping label for you to put your laptop in and send to their workshop and they should replace the PSU, given that your warranty is still within time period.

or two, contact support where ever you bought the laptop from and demand a new laptop if you have warrenty (or try even if you dont have warrenty)
A new battery would be futile if the PSU is dead. It's crucial that he first knows where the issue is located.
HP won't give him a new laptop just because the power supply or the battery is dead. They'll just replace these parts instead.
