Constant 60 FPS is your target depending on what kind of monitor you have.
watch dogs 2 is ubisoft ergo very cpu bound and runs poorly regardless of hardware
assassin's creed origins will cripple a cpu with fewer than 6 cores (hell it ideally needs 8). only one setting affect the cpu and gains between presets are minimal (3 fps if that)
far cry: see watch dogs 2 (though I believe 5 is an improvement over primal)
forza is built for smooth fps like fighting games are, should run well on that system with little comprimise.
Don't have any experience of the others on that list though

CS:GO Ultra more than 100 fps

and fps depends on the res, the above may be true at 1080p, but not at 1440-4k
