Why not just leave it alone. You're not even using 20% of your memory.

They are nothing more than Steam's chromium browsers.

Every time you open a page on Steam (Store, community, activity) an new webhelper process will be created. That's how the Steam client works, it's just a web browser,

just go to Library (it closes your last web session) then close all steam tabs.

So what happens if you have none open in the first place? I'm trying to fix a friends computer and it does it during bootup....your answer for it making more then 1 clearly isn't totally right since my steam works fine and never does that no matter how many pages are open. Yet on another machine it's creating 4-8 of them on a computer not accessing steam at all.

Steam runs off chromium. each instance of SteamWebHelper is the equivalent of a 'new tab' on a web browser.

This is the browser part of the Steam Client. If you block it with a firewall, you will not be able to use the in-game browser, view Store and Community pages in the Steam window. This browser client was separated from the Steam client in 2014.

If you can access the store without it running you have a magic PC.

Set Steam Client to "Open to Library" upon Launch within the Settings.

For the web stuff, use a good browser like Firefox, Chrome, Opera with good protections, like AdBlock.

Also, don't use the friends chat either. That also runs in a web helper. Basically, if you want to get rid of the browser instanes, only the use library. Nothing else. Absolutely nothing else.
Or just let them be. There's nothing wrong with having them running.

Better yet just enjoy Steam and stop trying to fix what is not broken.
Oh but my ram usage? Yea well get 16GB of RAM minimum and you wont have to worry.
Even on 8GB of RAM it is not even an issue.
Learn how to flush your RAM.

Even that doesn't "help". A fresh start already has a number of instances.

Just ignore them. Processes that don't do any work are not taking CPU time, and if the system runs low on memory, processes that don't do any work are prime candidates for getting moved out of RAM. So, however, you look at it, no harm done.

The webhelper process runs like Chrome does when it requires multiple instances.

Its normal behaviour despite us not preferring or disliking it.

Simply set Steam Settings to launch to Library, Set Library to low performance mode. Every once in a while restart Steam Client.

Once a month go into steam settings and delete download cache and also web browser cache.
